The project is located in the port city of Kaohsiung, in Southern Taiwan. In a particular enclave where water is the main axis of life for Taiwanese people—both economically and at the urban level, the Love River separates the two parts of the city.

The City Council, Ministry of Culture, and Taiwan's Central Government are working together to give the Kaohsiung Port area a new cultural dimension with a center dedicated to pop music. The pop music industry has a strong identity in Taiwan, because of its history and geopolitics alongside elements of culture and tradition.

The Kaohsiung Pop Music Center contains an ecosystem consisting of 1. The GREAT WAVE, with an outdoor auditorium facility for 12,000 people, a concert hall for 3,500 people, and two towers with office programs, a museum, and rehearsal rooms. 2. WHALES, six live houses for events, concerts, or presentations. 3 DOLPHINS, here are five restaurants connected by trails. 4. THE CORAL or Exhibit, an exhibition center, and a multipurpose outdoor area. 5. A series of plants and roads that connect the entire ecosystem.

The entire complex is designed to respond to the program but also allows for spontaneous activities that take place when there are no concerts. Thus, part of the architecture can accommodate the interior space, and at the same time, the exterior also produces a distinct meeting space.
